Kismet Newcore plugin to drive the WiSPY USB dongle.

Using the plugin, the Kismet server binds the wispy and aggregates the sample data.
Once per second the samples are pushed to the client via the *WISPYDEV and
*WISPYSWEEP protocols.

The kismet-newcore client plugin renders the spectrum data in ncurses.  In the future, 
it will combine the spectrum data with the network data so that you can scroll through
the spectrum and see what networks lie in an area.
