Madwifi signal reporting

stable-devel (the main devel chain) now contains patches to re-enable signal level reporting with
the madwifi drivers.  The drivers return a 0 for noise at all times, which tripped the test for
valid signal levels.  The test is less restrictive now, so a non-0 signal or noise level will
enable level reporting.
