Channel hopping throttling

Devel's channel hopper now automatically throttles itself to only hop channels as quickly as the drivers and 
firmware are able to change.  This should prevent the hanging problem during quitting, and should help 
prevent some cards and drivers from getting cranky.  There doesn't seem to be any negative impact on the 
overall performance using hop-command acknowledgements.
