IPC stuff

(Hopefully) the IPC controls for the new packet path are working now, but there might still be lingering 
problems.  Things I'm especially interested in hearing about:

1. Kismet server locking up and not responding to the client

2. Kismet server getting confused and eating 100% cpu power

3. Kismet server hanging on quit

Please let me know if any of these happen to you, and if you can recreate the effect, send me the output of
'strace -o kistracefile -f kismet_server' of it happening.
