First steps towards a functional stateful layer2 IDS system.  Nearly all of the hooks are in place and the 
first stateful non-network-dependent IDS component is in place, providing generic detection of active probe 
clients investigating a network.  This catches NetStumbler even when it isn't sending fingerprinted
data packets, as well as other utilities which issue probes that don't join networks.  Sequence tracking is
