Revamped packet component system to use pointers to packet data instead of

 copying buffers whenever possible; should help speed and memory thrash

 in general and allows us to refer to the contents of a packet in multiple

 ways with no additional context (ie, datapayload without having to 

 understand dot11 header offsts)

Added common datapayload packet component, currently only used by 802.11

Split IP data packet decoding out of 802.11 into common layer; any PHY

 which carries IP data can use this

Pushed the dot11 IE tag parser into a common util function for lengthtag

 parsing, since the same code is usable in multiple situations

Started on MDNS protocol handler to name devices
