Added fcsfail and plcpfail options on mac80211 VAPs to force reception of otherwise

 invalid packets.  Don't mess with these if you don't have a specific reason to as

 they have some unpleasant side effects.

Revamped FCS handling to always extract fcs when it is present, even if we're not

 going to validate it (goes towards proper behavior under fcsfail captures as

 well as logging full useful data in PPI format)

Revamped PPI logging to set FCS flags and log FCS appropriately in pcapdump

Revamped PPI capture to respect FCS flags and to ignore PPI packets flagged as

 FCS invalid, even when fcs validation is otherwise disabled (this produces

 "expected good" behavior by default when reading log files with FCS data, without

 otherwise changing behavior)
