Added arbitrary tag mechanism in tracked networks for plugins to add

 their own user-printable information about a network

Added arbtag to nettxt, netxml, network protocol

Added User Notes, utilizing arbtags, to allow appending of custom info to

 networks via the Kismet UI

Fixed bug in network protocol parser that wouldn't handle the last field in a

 string properly

Moved client command parser over to network protocol parser (allows for complex

 single-fields delimited with \001, such as for the ADDNETTAG command)

Fixed description on spectool-net plugin

Fixed segv if preferences couldn't be opened (kismet_client)

Added alerts when preferences couldn't be opened/saved (kismet_client)

Try to save prefs during startup to make empty file and catch errors (kismet_client)
