It's whatever the driver reports. Some of them are pretty broken.

Signal level in monitor mode in general is hugely unreliable under most cards.

Almost nothing reports RSSI.

dbm should be in the -40 to -100 range. Some drivers might report it as positive, or put a completely different value in there.
