There's your problem. Why it happens I have no idea - I dont' have a win7 instance anywhere and haven't looked at cygwin in a long time.

Make sure you have gcc/g++ and the dev headers installed. Might try contacting CACE about that and see if they know what cygwin version you need to compile with.
