This is quite right. You can, however, triangulate the signal with a directional antenna. This is a manual process.

Antenna arrays (mimo with beam forming) can do the directionality in software, in principle. But I am quite sure this is not accessible via software.

If this functionality becomes commonly accessible, then automatic triangulation while driving should become available as well.
