You/Your distro is doing something very weird to configure here.

INSTGRP should be either 'root' or 'wheel', something is corrupting the following in configure:

AC_MSG_CHECKING([for group 'root'])
if test "`grep -e ^root: /etc/group`" = ""; then
AC_MSG_RESULT([no. Using 'wheel'])
instgrp="wheel"
else
AC_MSG_RESULT([yes])
instgrp="root"
fi
AC_SUBST(instgrp)

You don't say what distro/platform you're using.
