I think I made a mistake. Now that I think about it, the command I think I ran way back when was in fact:
cd / ; chmod 755 . ; chmod 755 ..
I ran that command as root. Give that a shot and let me know if it executes successfully or returns an error.

Just so you know...

~ # ls -al /etc/passwd
-rw-r--r-- 1 root root 1941 Jan 18 21:46 /etc/passwd

~ # cat /etc/passwd | grep <KISMET-USER>
<KISMET-USER>:x:1000:100::/home/<KISMET-USER>:/bin/bash

~ # ls -al /home/
total 2
drwxr-xr-x 3 root root 96 Mar 12 23:10 .
drwxr-xr-x 20 root root 496 May 13 2005 ..
-rw-r--r-- 1 root root 0 Jul 30 2005 .keep
drwxr-xr-x 24 <KISMET-USER> users 1840 May 16 2004 <KISMET-USER>
