Yup.

correct, it doesn't. Theres a lot of factors involved in being able to connect: mac filtering, signal power, etc. Being able to see a remote network in rfmon doesn't imply being able to join it in all cases. Theres no good way to know the joinable range other than to just keep trying, unfortunately.
