Then it isn't wlan1 or isn't using any modern driver with the mac80211 layer, or doesn't create any of the standard madwifi-ng VAP structure.
In any case, that means your driver install is very broken or the interface isn't correct.
wlan1 isn't the normal/proper name for a madwifi-based card, which implies mac80211, however the autodetect for the mac80211 drivers will default to a generic control if the driver name isn't known, so it's not even finding the mac80211 structures in /sys
