If you are unable to read documentation, and utilize fine search engines like Google, then chances that you allready are in over your head is good. No amount of me spoonfeeding you, would make you able to run Kismet under Cygwin on an WinXP box, if you didn't understand what I wrote regarding having a a drone running on another platform.
Go get your feet wet with Linux, use a liveCD like Auditor or Knoppix, then you will understand how kismet works, and then you MIGHT be able to setup a system where you run kismet_server under cygwin, to get data from kismet_drones running on other platforms.
